Switch to ISO-8859-1 charmap on debian/ubuntu

This page shows how to go from ISO-8859-1 to UTF-8 but the reverse order works as well. I still am trying to find out what it is that sets the default (startup) charmap i ubuntu. Keep checking and an update may be posted.
